Technically, they are doing nothing wrong, as they're building on land ruled by their country in order to build an airstrip and a base.
But, I find it strange the other countries are worried about the airstrip, because if China does build an airstrip on Fiery Cross Reef, it would put Beijing on a par with Taiwan, the Philippines, Malaysia and Vietnam who all have such capability in the Spratlys.
I've seen on many a forum people declare undying love for someone they've never met, only for it to turn to an awkward period when they meet, and find they have nothing in common.
