Nope,simply a Statement of Fact:Unless he has been where some of us have been,it is simply beyond his experience. Of course,if you consider stating a Fact to be Judgmental,more power to you.
Poor Me concentrates on gaining Energy through sympathy for their perceived ills and will not give up and often resorts to the apportioning of Guilt on to the listener in order to gain the required Energy.
That eventually channels all the Harm back at the Perpetrator.
