Well, I mentioned liability as an afterthought, really. KNOWING that they are liable would force the issue for them taking direct and immediate action to bring the situation under control, if not, then they would under such constraints be forced to adhere to policy and expel the student. Theoretically.
Yes, our government is involved with way too much and has been for years. I would say that the school in this case would be liable for any damage done to other students during such violence, but of course that sounds too "real" and truthful an assumption; and in our society today I can only guess now that that would be the actual case.
Had the same problem with a grandson of my first wife, he had ADD and caused a lot of problems in his classes when not on his meds.
The school should take action with the parents in this case, but a tough problem all the way around for solving if the ADD child remains uncooperative.

I really believe that the basics of humanity are formed from the family unit, or go astray with same. Kids acting up in school are examples of this, and this reflects back on the parent(s) and the methods/discipline in their upbringing. The schools should not be required to be parents, but to act as a bridge in reporting the misbehavior back to responsible parents for disciplining. Unfortunately, it's a Catch-22 if the parent(s) don't care, a vicious cycle.
Why among the crowd here, or in general? Some I feel treat this "environment" too much like a store where one shops. In fact the profiles are set up that way. Love becomes an abstract of so many other things, but when one loses sight of what the heart knows it is for what the mind thinks it is, then that is probably a big clue as why some remain and some go on. YMMV.
