Sometimes the employee is disatisfied with the remneration package. So they just don't want the job.
Sometimes the potential employee is actually a quality employee but for some reason, is matched with the wrong position, employer, etc
Some employer don't pay well and don't pay for overtime so you quit the job
Sometimes the job description is unrealistic and so frustrates both parties.
Sometimes the vacancies are not well advertised.
The search for a suitable partner can be difficult but it does not mean that because he or she isn't right for you, then quality people are not available. There are many QUALITY men and women here. They may not be what you are looking for but still they are quality people. That's all I have to say on this matter.
