Inconsistencies: need clarification

Statement: I am not bashing.. Threads are being pulled without explanation. Some for obvious reasons to me, but many, for reasons not obvious at all to me. I have just read the rules. There seems to be inconsistency in that the rules don't seem to apply equally.
One thread that was pulled was with my CS name in the title. Broke the rule...no names allowed. Yet there are two threads right now with a Csers name in the title ..they have not been pulled???
Length of banning: 4 people were banned at exactly the same time for apparently the same offence. One person quit CS. I served my week and had to ask to be allowed to post..granted. Another was finally allowed to post after asking later then me..2.5weeks (maybe) and the last wasn't allowed to post for a month. WHY? Why the inconsistency?
Some threads it seems get pulled for unfathomable reasons. It does state that threads and or posts will be pulled without explanation.
Suggestions: Mods pls state why a thread was pulled, it would clear up any misunderstanding. And allow us not to make the same mistake again. All it has to say is; example: Violation of Rule#1.
When banned....timing should start at the moment of ban and be programmed into a computer program that allows the banned member to be able to post to the minute when the ban is over and not rely upon a mod to take notice.
Last statement...I am now hesitant to post this cause someone may misunderstand. I am asking 2 fair questions. I hope the mods answer me. (pls don't ban me, I am not being argumentative)

Did...in my youth...did many unusual things when stoned...as part of my job (way previous)I had to do the statistics...yeah, took the work home..got stoned...did the work...HO HO HO...checked the stats next day....SURPRISE...had to do the stats all over again..they were real messed up...

DBW was arrested this afternoon local time 15:00..The police would make no comments other than to say...."We have been after him for a long time". The crowd outside the jail chanted "Let us have him."
What was his crime? This reporter asked several people and finally found the answer...DBW was arrested for false promises...yes, he has no banana.
