I'd say, the pub: relaxed atmosphere, easy escape if you need to( just nipping to the loo) plus he/ she can always get a mate to pop in if the going gets tough.
I stay on the east coast of Scotland, so there is no chance that you would find me swimming in the sea, as it would probably induce cardiac failure, or testicular ingression at the very least!!!
I did go swimming with the feeshees in the Red Sea a couple of years ago while in Egypt, that was amazing!!
