NEW YORK — Health care workers that came to New York to help fight the coronavirus pandemic at its epicenter will have to pay state taxes, according to the governor.

He addressed the issues Tuesday at a news conference.

"We're not in a position to provide any subsidies right now because we have a $13 billion deficit," Gov. Andrew Cuomo said. "So there's a lot of good things I'd like to do, and if we get federal funding, we can do, but it would be irresponsible for me to sit here looking at a $13 billion deficit and say I'm gonna spend more money, when I can't even pay the essential services."

Even though the state government asked thousands of people to come to New York from out of state to help fight coronavirus, they will have to pay New York state taxes, even on income they might make from their home states that they're paid while in New York.

Cuomo said he needs help from Washington in order to cover budget deficits from COVID-19, let alone subsidize state income tax for essential workers that flocked to New York's aid.

"If we don't get more money from Washington, we can't fund schools, right, so at the rate we want to fund them. We are in dire financial need," he said.

The issue first came up when the temporary hospital in Central Park was being erected by Samaritan's Purse.

"Our financial comptroller called me," said Ken Isaacs, a vice president of the organization, "and he said, 'Do you know that all of you are going to be liable for New York state income tax?'

"I said, 'What?'" Isaacs continued. "[The comptroller] said, 'Yeah, there's a law. If you work in New York State for more than 14 days, you have to pay state income tax.'"

"I didn't know that," Isaacs told PIX11 News.

"What we're even more concerned about than the money," Isaacs continued, "is the bureaucracy, and the paperwork, and I think that once that's unleashed...once you start filing that, you have to do that for like a whole year or something."

A top New York City certified public accountant explained the situation further in a FaceTime interview with PIX11 News at the time.

Entities from "these other states will have to register in New York," said Lawrence Spielman, a partner at the accounting firm Spielman, Koenigsberg & Parker, LLP, "and do withholding here in New York."

Any out-of-state resident who's come to the Empire State to work on coronavirus relief is subject to the tax after 14 days here.

There are thousands of emergency workers here who've responded to requests by Cuomo and Mayor Bill De Blasio for help. Many of them are collecting paychecks from companies back in their home states, which allowed them to come to New York to volunteer.

I will try to wade through this with the little I know about the medical field.

If doing this work voluntarily, is that not a tax write off.Here our physician's travel abroad and the offices are strewn with photos. (I wondered if their patients worried about that since Covid).

The term nursing home can mean very different scenarios.Assisted Living is usually persons needing post-surgical care and transition to their previous housing with home healthcare approving it and any adaptations in structure or administered home treatment, OR it is a terminal condition and is hospice care.They can set up isolation in the facility, for these compromised clients,including a private nurse.The nursing facilities do not expect triages to address persons waiting testing or those told to not seek out hospitals, so the Nursing Home admissions office will scrutinize their records.Yes, any exposure is possible in a hospital waiting room.Same as the cheques for prescriptions or any care team that does not prescribe to recommendations:after leaving client, change clothes and shower asap before seeing another client.N95 masks should be washed too, or take fresh PPEs along.Wipe down the vehicle ( or wear gloves) and medical instruments.There is a shortage of PPE medical supplies: gloves, gowns, masks, thermometers and sanitizers.People are making due.Their essential worker letters are important and there are some contracts disallowing more than one employer; whether a client or facility.
Private employers ask whether you have your own insurance.( liability waiver) Corporate insurers can not answer whether covid is covered under AD&D.
If you provide homecare for a disabled person it is abandonment if you leave, and fined.Staff has and will call their managers if that person is showjng covid symptoms or others there cohabitating or working.(bath assist/housekeepers/pet walkers/and unemployed family who cover the remainder of 24 hr care).
The federal funds are distributed differently in each state.The quarantines also vary from state to state.
People are risking fines and opening shop, which could mean losing their operator's licence.

There is no One fits all Answer.

When the government declares a state of emergency it can impose military intervention.We had to rescind our sanctuary state status recently. It was assigned many years ago in order for the feds to provide funds to temporary assigned officers, and should have had an expiration time frame.It opened up many constitutional issues since.
Such as this Governor must now deal with the budget with department jurisdiction issues and funds:
protection/regulation by police, feds, national guard, temporary fed services -coroners, med flights, triage, ambulances, morgues and crematoriums,camps.
We are in the midst of tornado and forest fire seasons and their emergency related pay issues.
Regardless the State or Fed Agency, there are no funds.Meanwhile people try to live off tax refunds and unemployment.
People who follow global politics closely, prepared for this.
Those that only live once will be addressing that soon.
That is not surprising.
