thought that she has a power to attack someone's by quarreling...

Back to your blog; if the person is a very close friend of youirs, then you should bring it to her attention. If she is not your close friend, then ignore her. She will come to realisation later(that something is wrong with her and on the condition that she is not thick in the head) once everyone starts to ignore her...hopefully that should start waking her up a bit...
Anyway, no one can stop her behavior except herself. So, if you concern about her, just give her advice with a good way. Some people just difficult to accept accept.

As @MyLonely suggests, I'd limit contact with her. When you do have contact, be direct and be calm. If she acts upset either change the topic of conversation or ask that she return to continue the conversation when she's not upset. Always speak calmly and at a normal volume with her, no matter what she does. It's difficult to do but if you can teach her that you will not participate in her anger, she will stop using this approach with you.
Be careful with her. She may attempt another tactic. People like this are manipulators.
