Can the public walk in the Saint Patty's Day Parad

I know of someone who went to NY to walk in the parade but since they didn't have green on or any special uniform I thought that was a little odd.

I don't usually follow up on these things but found it peculiar.

Its Saint Patricks or Paddys Day, NOT PATTYS, PATTY is a womans name,get it right
