Sometimes people need to experience their problems and not be saved from them, so that they can come to repentance.
Remember the story of the "prodigal son"? He had to sink down into the lowest pit of his soul before he could repent and return to his father.
This also is sometimes the case for people. Some people should not be helped so that they can come to repentance just like the "prodigal son". Oh and it was the "prodigal son" that had to make the first move back to his father. His father was waiting and looking, but the "prodigal son" had to act and actively take steps on his own to go back to the father.
God is not a charity. He clearly shows us what we must do. He is not always there for everybody. There are conditions that must be met first.
