Native English speakers, help please

I got a file which I need ask someone else to sign.
Cos the person who is going to sign this file is not good at English, so that I find out the file another person gave me seems to be fairly strange>

Here it goes:

1. X is employed with us in the capacity of office clerk

in the capacity of = in the position of, so I suggested to change into "in the position of"

Designation = Title in the company, so I suggested to change into "title"

Thank you in advance!

The issues are: (1) whether the Office of Workers’ Compensation Programs properly determined that the selected position of general clerk represented appellant’s wage-earning capacity; and (2) whether appellant has established that a modification of the wage-earning capacity is warranted.

Thank you, Jarred! I type "X" so this can be any person. This is a file given to me from a bureau. I think it is very strange way of writing English.
yeah he match the links
and files
some people here doing the same thumbs up
it should be capacity and title should be capitalised so it was written the right way
so better i posted only pictures because you can find laugh laugh
so now i try to find myself thumbs up
Thank you for your kind help! I will just use position, cos I know the guy who is going to sign it, will not know the phrase "in the capacity of office clerk" ,I asked the bureau for special permission to change it into

" in the position of an office clerk"

And Title instead of Designation

I can feel the difference of a non native English speaker. You can never learn enough

There must be a comment or something Jared sees that I don't. I see nothing in the original post referencing the US Govt.

If it is an official form, then I don't see how one can make any changes without the corrected form being rejected.

That being said, the suggested changes would seem to be correct. I agree the original language is stilted.
