Some of them are just plain ole stupid, but I suspect that the majority have gotten away with so long, the behavior has been encouraged,expected, or ignored.

Some people use humour as a way of getting out of a difficult to answer answer question depending on the circumstances surrounding it. There are times to be serious and other times to laugh, sometimes the 2 can mix succesfully other times just poor judgment on the person acting the fool

Many people seem to talk stupid because they don't understand each other. Words can sometimes have 2 meanings, especially with written communication.
Verbal communication is better because you can hear the tone of voice from the person we are talking with...big difference.
I dream of the day when websites like CS will have live audio instead of posted writing on the forums. Live video also.
