Most people in the west have no real concept of poverty. We may not have much money, but most of us aren't poor. If there were no wealthy people, then perhaps we would know true poverty. Think about it, very few job opportunities, a lack of welfare, poor health care, poor housing, a lack of philanthropy etc...
I don't know where people get the idea that the well off aren't paying much tax. Here, the 80,000-120,000 (and higher) per annum bracket is heavily taxed. There are tax breaks in Australia for low income earners, and despite our heavy taxation, we have a great standard of living and quality of life.
