Interesting you use the word 'net' so much? To capture, to control... I believe they are only doing what they inherently 'know' ... So the question is, does the government have the right to cull them based on their natural inclination?
Lost is not science fiction, a detective story about a very young girl that disappeared 4 years before the story runs.
And I used the word "net" as being the end result. I grew up on Cronulla Beach and there were always sharks out in the bay, usually way out. About once a year they would get curious and come close to shore and everyone would scramble as the alarm sounded. Then the Surf Clubs would take out the boats to chase them off. Occasionaly there would be a pack out there hunting fish and they would come close to shore. Usually a crap surf so good time to be chatting up the girls while everyone was waiting.
And not into the culling part. Bit like crocs. Sometimes there is one that gets a taste for easy pickings and then it is time to do something about that one. My brother's mate does the shark nets off Sydney. While not 100% in keeping them out, it does deter them. When one gets caught, they usually tow it out to deep water and let it go. Much the same as we would do for any tourist who gets lost.
