(Reuters) - New York Governor Andrew Cuomo on Tuesday signed into law one of the nation's toughest gun-control measures and the first to be enacted since the mass shooting last month at an elementary school in neighboring Connecticut.

The bill passed the Democratic-led Assembly on Tuesday afternoon, a day after sweeping through the Republican-majority Senate.

The bill expands the state's ban on assault weapons, puts limits on ammunition capacity and has new measures to keep guns out of the hands of the mentally ill.

Cuomo pressed for passage of the bill after a gunman killed 20 students and six adults at Sandy Hook Elementary School in Newtown, Connecticut, just over one month ago.

The measure also mandates a life sentence without parole for anyone who murders a first responder. Just two weeks after the massacre in Connecticut, an arsonist gunman ambushed and killed two firefighters responding to a fire he had set near Rochester.

At a signing ceremony in Albany, Cuomo said provisions of the bill, such as limiting gun clips to seven rounds and mental health screening for weapons purchases, were essential to making New Yorkers safer.

"People who are mentally ill should not have access to guns, that's common sense," Cuomo said. "That's probably the hallmark of this bill, coming up with a system that allows for mental-health screens."

"Seven bullets in a gun, why? Because the high-capacity magazines that give you the capacity to kill a large number of human beings in a very short period of time is nonsensical to a civil society," Cuomo said.

Police have said the gunman in Newtown, 20-year-old Adam Lanza, carried numerous high-capacity magazines and that he changed gun clips several times, allowing him to unleash at least 150 rounds in his 10-minute assault on the elementary school. Some victims were shot as many as 11 times.

Gun rights advocates lashed out at Cuomo and New York's law, decrying the speed at which the legislation moved through New York's statehouse. The state's lawmakers have been back at work for less than a week.

"The National Rifle Association and our New York members are outraged at the draconian gun control bill that was rushed through the process late Monday evening," the NRA, the nation's most powerful gun rights lobby group, said in a statement.

"These gun control schemes have failed in the past and will have no impact on public safety and crime," the NRA said. "Sadly, the New York Legislature gave no consideration to that reality."

Also on Tuesday in Danbury, Connecticut, not far from Newtown, gun control advocates gathered for a rally outside a Walmart store to demand Wal-Mart Stores Inc, the nation's largest gun retailer, stop selling assault weapons.

Among those at the rally were Lori Haas, whose daughter was injured in the 2007 shooting at Virginia Tech, and Pam Simon, who was wounded in the 2011 shooting in Tucson, Arizona, that also critically injured former Congresswoman Gabrielle Giffords.

The Newtown killings plunged the rural New England town of 27,000 into grief along with much of the nation and prompted President Barack Obama to form a task force headed by Vice President Joe Biden to find ways to curb gun violence. Obama is scheduled to unveil the recommendations on Wednesday.

In a White House news conference on Monday, Obama signaled he will ask Congress to ban military-style assault weapons, require stronger background checks for gun buyers and put tighter controls on high-capacity magazine clips.

The assault rifle used in the Newtown attack is based on a military rifle and can be equipped with magazines that hold up to 30 rounds of ammunition.

I agree "People who are mentally ill should not have access to guns, that's common sense" but, that law truly assures this?

"Seven bullets in a gun, why? I guess many people will answer this phrase with arguments like "What if the robbers are seven?" or "What if the robber moves very quickly and I can't make an accurate shot?".

Do guns make us feel safer? Of course they do, ASK anyone who has a armed security detail! Let them be the first ones to disarm their security, just to prove that they will feel just as safe with a unarmed security detail. BTW, how does this make you feel, we have a armed detail for the President of the U.S, armed guards in banks etc, but NONE, ZERO, NADA, for our kids. I am so thrilled that we put Our kids last on the safety area. Sorry folks, but this WILL not work, at all. Just a thought, but would any of you, drive a car that had NO safety devices in place? no air bags, no seat belts, no safety glass etc? IF you said no, why? Does it make you feel safer to drive a car with safety features? If you said, Yes, that is how a gun owner feels... safer! Personally, I am more worried about if the driver of the car next to me is either HIGH, DRUNK or texting on their cell phone. Hey Obama, GIVE UP YOUR ARMED Detail first! You talk the talk, but can you walk the walk?

I am really surprised to read that NY didn't have a mental health background check on the books already. Don't know about NY state, but try to get a gun or keep a gun legally in the city is basically impossible. I imagine they have a separate set of rules.

This assault weapon talk is like throwing a truffle into a pig pen. Some nut with two semi-automatics can cause just as much damage. It sounds like a political decision where they don't want to piss off the NRA and lose votes to the gun nutz and do something to appease the opponents to make them happy. The result will be that the nutz will simply use different types of guns or modified existing ones.

When the president surrounds himself with children while giving his announcement that reasonable gun control measures are necessary, bear in mind that those ‘assault rifles‘ the government is sure to be going after were not even used in the Newton, Connecticut elementary shooting. As NBC admits in the video above, four handguns were used to carry out that despicable atrocity. This directly contradicts other reports.

Pete Williams, who is NBC’s chief Justice correspondent, reported the following in the video posted above:

This continues to be a very complex investigation and there is a lot of contradictory information out there, but we have some new information this morning (one month ago) from a couple of federal officials and state officials.

They say now that there were actually four handguns inside the school, not just two as we were initially told. Four handguns and apparently only handguns that were taken into the school.

We knew that Adam Lanza, the man said to be the gunman here, also had an ‘assault-style’ AR-15 -style rifle that he had had taken to the school, it was in the car he drove there, his mother’s car, but we have been told by several officials that he had left that in the car.

The correspondent makes it clear over and over again that he confirmed this information with federal and state officials. Now, a lot of media reports contradict this one, but somebody’s lying. The report that an ‘AR-15-style’ assault rifle was in the trunk of murderer Adam Lanza’s car is up for dispute as well. If one examines footage from police breaking into Lanza’s car, one sees police clearing a round from a “long gun of some type” that does not appear to be ‘AR-15 style’ or ‘assault-style.’

Whether or not the mainstream media are intentionally spreading disinformation about the Sandy Hook elementary tragedy, there is one thing for certain: not only are violent crime rates at a modern low and going down, but only 323 homicides were committed by rifles in 2011. That includes hunting rifles, assault rifles, military style rifles, semi-automatic rifles and whatever label one comes up with, regardless of magazine or clip capacity.

In a nation of 311 million people, the odds of being killed by a rifle is about one homicide per million people, which is far less than the odds of being murdered by a blunt object. But we don’t hear the media arguing about regulating hammers and clubs. Again, when 99.7% of registered gun owners are law-abiding, gun control is not about guns, it’s about control.
