Sometimes the "separated" tag is forcefully applied to people, this happens when through no fault of their own an individual has to wait a specified period of time between when the relationship ends and when they can legally obtain a divorce. As far s I know most countries have some form of waiting period in place. So of course some people who are separated want to be divorced and move on but are withheld from doing so by their countries specific legalities. It doesn't mean they're not relationship material, just in legal limbo.
