Quite a stroke of luck actually.
The island has a lot of natural gas that could be capped and tapped.
And it can easily be leveled for construction.
And its considerably bigger than first reported.

GUZMAN1: Interesting idea. A military base in a sismic area. Don't need ennemies.
There are plenty of military bases in Japan, Indonesia, California, Turkey, Italy, Alaska, the Phillipines, etc etc etc.
It's a good place to put 'em, because if they get destroyed you haven't lost anything but a military base. Easy and quick to replace and not vital to the economy.
