Question is about the time difference.

California is three hours behind the east cost.

Suppose one of the candidates wins 270 electoral votes before 10 pm East Coast time. That would be 7 pm in California.

Suppose a winner was announced at 10 pm east coast time.

People in California may not have voted yet.

If a winner was announced at 10 pm east coast time, the people in California may not have voted yet.

The goal is whoever reaches 270 votes first wins.

I've never seen this happen, but what if it did dunno dunno

Don't know where you got 300 from
simply by ignoring what Hillary has in front of her and counting the only states he is winning , small correction 299 ec votes .
