Germany has had a relatively small armed forces since WW2, for obvious reasons. Now it sees the danger around it and has decided it better get a bit stronger, reasonably enough.

Russia is a poor country that spends a lot on weapons whereas Europe is naively modern. A strong economy that spends almost nothing on the army believing that disputes can be overcome through trade, the rule of law and honest elections.

Maybe I'm just a bit aspie myself but it's attractive for me to have no easy answers. Logically there is no actual difference between self-improvement and not being good enough as you are.
