I don't think that can be answered now. The "experts" than deal with that concoct many philosophies, but nothing coherent.What does it entail?

Maybe when we have a true Artificial Intelligence we'll know, but currently we have only intelligence impersonating, pre-programmed reactive bots.
Certainly if the person is a danger to themselves or others they have to be treated as ill.
Mental illness is the least understood and most discriminated illness there is. Very large scope and affects a lot of people whether they realize it or not.

There is n o baseline sane nor insane.That is the real problem. Both the insane and the genius observe the Subjective Nature of Existence in similar ways.
The sane are simply the worker bees following someone else's dictates as to that is proper and correct.
