In the past, I was a bit shy and intimated by men I was attracted to and missed out on opportunities that were available to me. I found out later some of guys felt the same way but they too were afraid of being turned down, etc. So, I learned the hard way....GO FOR IT!!!! All they can do is say no. Woohoo!!
Sure it's okay for a woman to make the first move! It's true that some guys are intimated by it, but the majority of them seem to be fine with it. Takes some of the pressure off them. After all, it's hardly fair to expect them to always be the ones to initiate things.
Like Missie I've let being shy cause me to miss out on opportunities in the past, but I've learned to just take a deep breath and go for it. My sister says, it's always better to regret something you did than something you didn't do.
I've noticed a large group of guys think that something is wrong with the girld who initiates. I strikes me that some guys cannot understand that females have the same right to look for and choose their partner. But the answer, of course you gatta be proactive and express your interest.
A true gentleman ALWAYS lets a woman make the first move. Unfortunately I have not always been a true gentleman. (90% of the time I am...........does that mean I am kind of a gentleman?)
I believe it's fine for a woman to make the first move because not every guy is made of pure courage or high self-esteem. So,if you are a guy or girl that sees someone you like or would like to know better don't hesitate and rememeber the only thing between you and them is air and opportunity.

I have noticed some guys are intimidated when the woman makes the first move.....
