From refineries, oil wells, power plants and even improvement to the countries infrastructure has been continually blocked by those that for the mere reason they do not want to wake up seeing them from their personal dwelling windows.
At what cost should the majority of citizens be forced to pay because a few have an issue with having to see the structures out their window or backyard?

I get the jest of what you're saying. Ted Kennedy not wanting windmills in his neighborhood because they are unsightly.

I don't see any coherent rights theory justifying "visual rights." That isn't to say that our esthetic desires aren't important - just that I have no "right" to demand that my neighbor's home be "beautiful" according to my esthetic standards.
The marketplace and basic mutual agreement/cooperation should be adequate to ensure that people's "structural esthetics" can be satisifed to some degree. Of course, modern zoning laws - if one subscribes to their rationale - already help prevent this to a considerable extent.
from a bridge to Canada being shot down to the denial of right to build a Nascar race trac to even an amusement park on an old abandoned steel mill, my communitys minority ( the affluent ) have blocked every opportunity for growth and expansion.
yet these same individuals want more law enforcement in their neighborhoods, and guess who picks up that tab.
yes...people are no longer able to live in their own homes and be comfortable without some home owners association telling them how to live. I would never own a home in a community. If I owned a home, it would be in the country...with no pathetic people around me

All them little "Holier Than Thou", not in my back yard are paying the price.. Foreclosures in this area are up over 300% from a year ago. No worries though, the "government" will bail their sorry asses out.

It's a viscous circle....really. I'd prefer a small town.
