All law enforcement agencies have individuals who are (unofficially) on the take.
It's all about making a lot of tax-free money. Nothing else even enters into the equation.

No monopoly Ray,doubt there ever was,certainly isn't these days.
Fact is more and more pot is coming out of small scale indoor set-ups than ever before,(what do you think all the hydro shops are for,vegetables gardeners?)It's damn near immpossible to police and absolutely impossible to monopolize.And it's near on world-wide.
What about the "legal" synthetic THC phenomona going on at the moment,how do you work that into your "tax free" monopoly theory?
