Actually - I have followed that mess since 311 and that "rule of thumb" does not apply. The gov has been lying and downplaying the severity of the meltdowns, so many people, as is par for the course in Japanese culture, made the incorrect assumption that what gov said was true and didn't pay much attention... until... their health began to fail in mysterious ways. The official stance by Gov was: Smile more, your fear is causing your illness. Wrong wrong wrong.

Yowzir.. I imagine it's worse now over Chernobyl due to entropy of the concrete they poured over it so many years ago... radiation has a nagging way of breaking things down... well, thanks for having taken your dosimeter - heard similar news about flights over Japan airspace and through areas where the jet stream flows... I'll be sure not to fly anywhere near Ukraine or in Japan's air if I can help it.
I think it's a matter of people having tests video taped of products and then showing those videos publicly and encouraging people to not buy those products that register with levels above 'normal" background readings especially if they are high readings - it seems the only effective actions do not include trying to convince politicians/governments to take action - unless, of course, your politicians are friends and they "get" the point about low dose radiation being a bad thing over time.
