It is traditional for women to propose in a leap year. I personally like the man proposing with all he traditional romantic palaver that goes with it, so call me old fashioned, but I like the on one knee bit. (Not that I intend to exercise it).
Both can have a discussion about it, but this lady would like to feel the man was keen enough about the idea to ask his lady to be his wife. Maybe I'm old fashioned but still think a man needs to take the lead in this regard

Pom_Pom: I think there's nothing wrong with a woman taking the initiative. What's the worst thing that can happen ? He can say yes or no. Either way at least you know.

That's cool. When you hit my age, you know who and what you are, and I could wear a bikini or a wedding tux, either way and no one sane who knows me would think it meant a damn thing about what and who I is beyond the fact they are made of 4150 steel (pfui on the soft brass).
I have no problem with women taking the initiative in most things but for me...... I would never propose marriage to a man. So, I'm old-fashioned......
Daffodils123: What do you think? Is it unromantic if the woman has to propose to her man? Should it be the man who takes the lead and pops the question? Does it show that if he doesn't propose his not interested in marriage therefore the woman shouldn't put him on the stop by proposing?
Marriage proposals should be banned for everyone ..... or else everyone should be able to buy marriage insurance to protect everyone's non-matrimonial assets.
