it's no different from anything else that's means tested. and do you know what, the government has access to an amazing amount of information on us, via a magical thing called a person's ppi number. the technology is already there... the only thing stopping this is a lack of will on the government's part, for the reason i mentioned - keeping their cosy friends cosier
of course any system is going to take a little time to get up and running - the main cost would be an initial one - putting things in place to get the ball rolling - once the groundwork is done the ongoing cost would be low in comparison to the savings - the odd periodical review for each case here and there, as well as new applications, and that's it. by no means would it cost a 'fortune', as some would have you believe. but, like i said, the politicians don't want to upset their rich buddies, that's the only thing stopping it happening, i believe
