Actually my original question was for LillyLady, for she's describing the situation as some peaceful soldiers being stoned by mean kids, without seeing the whole picture.

With you I would like to discuss some higher level topic, I share your proposal on the other thread, I believe it covers most of the issues involved in this sad situation and would really like to move further in that direction.

I certainly congratulate you for a great proposal, it would take huge commitment and great efforts but if both parts seriously want to live in peace it would be worth to try.

Could this be proposed at a higher level?

One important point, and difficult one, both parties should make an effort to "forget" old aggressions, israel has been target of thousands of rockets and bombings, Palestinians face every day humiliations and abuses at check points, at their own homes and even in their "normal" daily life. Both parties should as a good will demonstration stop those behaviors which only add fuel to the fire. Using the national security card as an excuse to limit Palestinians movement to work, schools, hospitals, shopping, ect will always create anger and desires to get even, and threatening civilians life's in search of political benefits it's called terrorism.

I believe the best mediators are the interested parts themselves, if the UN comes with a resolution stating the limits of Palestine and israel, both parts should accept with no excuses or further delays, start building and developing their country without any kind of disturbance to their neighbors, israel should remove the fences, walls, check points and settlements from the part granted to Palestine, and Palestinians must stop any kind of interference with israel's civilians and army.

After that is done, the first ho starts breaking the agreement must be isolated from the international community.

I don't believe firing rockets to civilian population is not the answer, but I also know that people under extreme pressure and suffering constant humiliation can make the worst choices, I'm sure if some people steal my house, kill my family and get no punishment I would take'em down even with my own life.

The same kind of explanation you're giving could be used by Hamas, they might say, israel is putting its citizens in danger by building houses in an occupied zone which was granted to Palestine.
If you checked the video I posted a few days ago about the israeli conscientious objectors, that's exactly hat they say:

"Denying Palestinians their basic human rights puts all of us in danger"

You can't tell me that israel fired a rocket into a school while the playground was full of children as a legit defense tactic.
The "Human Shields" story is nothing but a red flag, there's plenty of evidence (pictures and videos) of israeli soldiers using Palestinians as "Human Shields".
