For folders:
I have just completed a mathematical study that proves there are a certain number of squares to be avoided at all costs. These are 8 and 16. These numbers are unacceptable because they violate the "Don't fold on the perforations law". 5 is the fewest practical number of squares needed to get the job done. Anything less than 5 would be totally inadequate for the task. 6 is acceptable because the second fold places the fold on an unperforated line. 8 and 16 can't be folded without having the folds violate the law. So you can safely use 7 and 9 or 15 and 17 to be in compliance.
