Developed by the CIA, the Moscow Rules are an ode to the dangerous locale that Moscow was during the Cold War.

Much like “Rules of Engagement” for spies, they still serve as prominent guidelines today, just as they did then.

The original Moscow Rules were said to have contained 40 different rules, and a debate still exists over whether they weren’t recorded, or still classified.

Technology will always let you down.

Never go against your gut.
Always listen to your gut; it is your operational antennae.

Any operation can be aborted; if it feels wrong, then it is wrong.
Keep your options open.
If your gut says to act, overwhelm their senses.
Use misdirection, illusion, and deception.
Hide small operative motions in larger non threatening motions.
Float like a butterfly; sting like bee.

Break your trail and blend into the local scene.
Execute a surveillance detection run designed to draw them out over time.
Once is an accident; twice is a coincidence; three times is an enemy action.
Avoid static lookouts; stay away from chokepoints where they can reacquire you.
