I think it's hinted here that Creutzfeldt-Jackob Disease (CJD) manages to become a pandemic due to it being transmitted via dairy products in our time. Since CJD can have a delayed onset of 40 years with symptoms looking similar to Alzheimer's disease, it goes undetected for a long time.

Additionally regulators like the USDA struggle to do effective inspections of the beef and dairy industry due to the HACCP program created under the Clinton administration. This makes it more an honor system with a higher reliance on paperwork rather than using samples from cattle for future analysis.
