...or: freedom goes through the chimney.In Germany there are some constitutional rights (on the paper). One is: the place where u live (ur home) is invulnerable. Which means u can live there in peace and safe and will not be hurt and violated. A judge has to make a decision if ur place may be violated.
Not so when the chimney sweeper comes and raids lawfully. If u do not let him in they come back and break in or if u r sort of lucky u first have to pay thousands of Euros and then they break in to view and eventually sweep a chimney. Of course this is not for free and the State declares fixed fees for the chief chimney sweeper who has sort of a county of several thousand households to sweep. So he is a police force and gets rich, too.
In two years people will get the right to choose a free chimney sweeper if there is any around then.... But still the old system persists and the old sweeper can still break in every 3,5 years to have a look himself.
It is somewhat similar to the TÜV for cars in Germany, though a car is not ur home and u can get the stamp in a garage (usually not cheap).
But most car accidents are not related to what TÜV checks and happen though there is a TÜV. The same applies to burns and fire in houses.
