Certificate of Capacity for Marriage

Ehefähigkeitszeugnis

If u want to marry outside of Germany u need in some foreign countries such a certificate. U have to get it from ur local registry office. The names of the fiances r needed and also proofs of ur not german fiance that there r no obstacles for marriage.
I do not know in which countries u do not need such a certificate. dunno

You need it in every country, no matter where you want to get married. Ansonsten informiere Dich doch einfach beim zuständigen Standesamt. Seems to me, as if you are up to it. Also, anstatt hier lange blogs zu schreiben, ruf an und frage dort, wo Du kompetente Antworten erhältst. Good luck.

I found Denmark, Thailand, Egypt...up to now.

"Hallo,für eine Eheschließung in D ist die Vorlage eines EFZ notwendig; vorher, kann daher nicht nachgereicht werden. Da hat das StAmt schon recht. Bei einer Heirat in DK bitte vorher z.B. in Tondern (gleich hinter der "Grenze")tel. nach den Formalitäten nachfragen (unter Google Tondern eingeben und dann bei "Tonder Kommune" nachlesen). Diese Eheschl. in DK wird in D ohne jede weitere Formalität anerkannt. Bezügl.Namensführung der Ehegatten bitte nach der Heirat mit dem dt. StAmt abklären bzw. dort erklären."
