I think it works on the theory that attraction is usually established within the first 30 seconds of seeing and speaking to someone; if there's chemistry in that time, then you can go away and get to know each other.
There are ideas that we actually glean a ridiculous amount of information from each other pretty much instantly through the complex subtleties of body language, so its quite a good idea if you're self-aware enough to realise what you find unconsciously attractive about others.
If you happen to be attracted to charming sociopaths, but haven't worked that out, or why...its not such a good idea.

My guess is...first, notice that "speed dating" only happens at "speed dating" events. It's not something people do individually...so, I guess it was created to replace former "singles nights" or other such events, likely because such had difficulty attracting an equal number of males and females. The attraction of "speed dating" is, you won't get stuck all evening with someone you can't bear. By enforcing a sort of game of "musical chairs," event coordinators hope to alleviate fears of discomfort (or worse).
