From this I gather you are asking if illegal practices should be disallowed on some level on student campuses.
This would suggest that there is currently some kind of amnesty of this particular law in this particular environment. Would that be correct?

Your welcome Jac. Did you try to google the "definition of hate speech" yourself? You may get a better idea that way, I just quickly jotted down the first definition I found since I was taking so long messing around trying to post the link for you and it wouldn't work. I'm afraid if I try to explain it to you in my own words, I may confuse you even more. Anyone else is welcome to take a shot at helping you understand, I'm surprised Niko hasn't already.
