In my opinion, what Paisley said in that interview, in his typical code, is that it was the inaction of the Dublin Government with regard to assisting the British to secure Northern Ireland from attacks that originated in the Republic that led to the British Security Services, through the military, enabling Loyalists to plant the bombs, so that the required Oreachtas legislation could be passed on the wave of public outrage.

Up until that point the Southern gang had been afraid of voter disapproval for anti-republican legislation. In the weeks and months following the bombings however, the public in the Republic were crying out for legislation, as they do when a problem is created for them. Enter Des O'Malley with some strangely mature legislation on everything from extradition of Republicans to Britain, to the broadcasting act, banning republicans from the airwaves. That made the Brits happy and there were no further bombings.

Paisley also says he knew nothing about the planning of the bombings. I believe him. He says he was angered by the Bloody Sunday shootings. I believe him. Those actions were from Whitehall, not from Ulster.

He's distancing himself from the attacks. He's saying to those who can understand that the Dublin Government could have prevented the attacks by passing the legislation the British agents had given them to pass much sooner. That would have removed the need for a public outrage generating event.

Governments are wiser nowadays. They immediately carry out the wishes of their sociopath bosses in the EU and US and so avoid the need for any such unplesantness. That's how it is in the the world of Statism. We elect 'leaders' the way a dog gets it's leash for it's master.
