The only way I can think of to resolve this is to let the site moderators know
I've not heard of this problem before, my filter settings work fine, but those outside it like to try to sneak in with a friend request
I've disable that feature now

Many people, Are NOT from the country they claim to be from, Scammers will try anything, so just be careful as to what you reply to! Sad but true!

Don't forget to click 'Save Changes' near the bottom of the blocked settings page.

BTW, one can change their address and use that to get around block.
