I was reading the Wall Street yesterday and I was a little confused why Germany all of a sudden has implemented an open policy on the entrance of Syrian Refugees.
They started accommodating all of them regardless as to what country they landed on from Europe.
Any ideas? Don't get me wrong, I am just curious as to why the sudden change.

"As Europe debates the best way to deal with the rising crisis on the Mediterranean, we must be clear: most of the people arriving by sea in Europe are refugees, seeking protection from war and persecution," said António Guterres, the U.N. high commissioner for refugees.
It is very sad that people are left to fend for themselves for survival.

Yes, I have the statistics of increase from last year from each country but ultimately it is favored that the best destination and ultimate promise land is of Germany.
It used to be that they send them back to which country they first landed then, but it would simply be a recycled system of no end. More like nomadic act.
