Like others have said, don't let it get you down. I tried for several years for a different position within the school district I previously worked in, passed the test each time & was top 3 on the list each time, but never got the promotion....then almost on a lark, I applied further north & got the job without much stress...one interview (with a panel of about 6) and a call back for a 2nd interview/job offer...so when it's meant to be, it'll happen.
