Maybe she didnt know the rules ,didnt live here {or maybe not in the Big City }{not just meaning London ,here as well } and wasnt contaminated by being insular like the Rats .
I would like to think that she was just a nice person .

She obviously had a folded up whip and matching fold up crop neatly hidden in the suitcase she was closely guarding by sitting on whilst giving out her gladeye to all her possible next victims as they boarded the train. If she sensed they were gullible enough she made an odd comment such as... "Do you wanna come back to my place and lick my boots"
Sounds like something pretty normal to me......... I suppose in big cities that behaviour is alien. And I am sure by the reactions she received she will not try in future....... imo
She had recently robbed a bank and was on her get-away while sitting on her loot--this explains her nervousness. Her friendly smiles were simply a deter in hopes to throw people off from what she was actually doing. Having a leather jacket and riding boots were deliberate, as she was approaching a stable to take a horse and ride off into the countryside.
Now it's just a matter of time before I get my cut! :P

She's probably just a little high on something or other.
I was thinking she's Irish. There's parts of this country where people still say hello and smile at strangers when they meet them on the road. Its perfectly normal, just seems out of place in London.
Is there any significance to the fact that she was sitting on her suitcase? I assumed it was because there were no vacant seats left. It would be strange if there seats available.
Perhaps she was looking to get laid and pick up a guy/gal with some flirting. If she can get someone to keep talking, then she has a good chance of scoring.
She might have been a suicide bomber and sitting on her suitcase bomb that she would eventually just leave somewhere or blow up the train.

Maybe she caught people staring at her sizing her up so she acknowledged that by making some conversation to divert people's stares. People do notice people around them and take notice. It's only human nature.

Maybe she was running from someone or something and making eye contact and smiling was just her way of appraising the situation as quickly as possible as new people entered. i agree sounds like something pretty normal dont make anything of it. my friend (guy) is always makeing something out of a woman looking at him or anyone. its not about her its about u keep the focus on u.
