Clean water rules and their enforcement suffer under democrat administrations. One example is how EPA looked the other way knowing problems with water quality sources existed in Flint Michigan.
EPA missions and goals seem to suffer in weird ways under democrats. Right now the administration is more concerned about human caused light pollution than it is effectively finding alternat funding for air programs while coal fiepred power plants shut down.
I loathe politics.

I worked EPA in Air programs under presidents Carter through Bush the junior, and EPA program funding was always better, overall, under repiblican administrations.
As I recall Nixon and Geo H W Bush faced an opposition Congress and signed bipartisan legislation..
