Museums are places of inspiration to millions of people around the world. They are places of history, creativity and innovation.Similar as I also believe most of volunteer prefer to work with the lively atmosphere or environment.
There are also thousands of volunteers in this world who don’t work in “lively atmosphere or environment”. Many are working in desperate places trying to creat that atmosphere and environment you speak of.

If the community needs money and can attract tourists.. than a museum. If he can't attract tourists then it is a bad idea. Because locals are not going to want to pay over and over to see the same things. And they may not be able to afford admission for an entire family.
And musuems won't make money off of kids or families to start with.
