The first I ever heard of that law was about five years ago. A guy driving a 12 foot high tractor-trailer tried to go under a 10 foot high bridge in Yonkers, NY.
He got written up for all of the V&T laws he violated, as well as for not being able to speak English.
It came out later that he can speak English very well, but he was pulling the old "I no speaka the English" routine to try and get away without too many tickets. That kinda backfired on him.

I'll know I'm in love when it is somebody with whom I feel comfortable and enjoy spending time. Plus it will be somebody I look forward to sharing an important experience with, and without that person, that experience will not be as special. Finally, I'll for once feel that my life is fundamentally enhanced by having this special person with me and when this person is not with me , I'll lose something meaningful.

I like who and what I am and what I've made of my life.
What I don't like about about myself is that sometimes I take life to seriously.And that I'm way to sensative.
There aren't to many people I don't like and get along with providing they respect me as I respect them too.
I've only been single a short time and is goning to take some time getting used to but I'm very stubborn and a go getter and refuse to sit back and feel sorry for myself. Life's is way to short so why should I sweat the small stuff.
