That's good, a lot of dogs like attention and if it's in a playful way, learning. He probably appreciates a good life and wants to please you.
Went with our dog when she was a dog to puppy classes - she reluctantly did what I told her, but refused to listen to my mum and chased all cyclists up the hill outside the house. Mum got the trainer out and got it resolved, she was a clever BIG dog as well.
Not everyone wants a long distance relationship. I know I wouldn't want to meet someone further than 1 hours drive away to be able to spend time together.
Not everyone wants a partner from a different culture. I have found the differences within Europe fairly big, and that is the same culture. Not everyone can or would want to handle this.
You have your preferences and other people as well. There will be girls open to long distance relationships, wishing you best of luck getting to know one of them.
Making friends should be natural - usually with people you have things in common with like background, interests etc.
Aiming to make friends with any person because of race doesn't sound like a natural development and a lot of people will see this as fake or ulterior motive.
All you can do is try - be clear about what you want, what you have to offer, be realistic and if you meet someone who might have similar ideas - give it a go.

In general someone that doesn't follow an organised religion but does believe in a higher being methinks.On here: people that think their religion would keep potentials from contacting them.
