Yes, they should always celebrate. They should be congratulated by the losing team as well. I dont even know how you could run up the score in soccer. Were they supposed to play keep away? Then let the other team score?
Its a gray area to me. No team wants to be humiliated but to be felt sorry for and not scored on out of pity? That's even worse. Running up the score when you can easily just kill the clock isn't sportsman like though.
