They asked people to stay at home and they did. However as time passes and money runs out desperation kicks in. I imagine they will use the military to impose the prolonged curfew. I like the scene where Salieri writes a song and then Mozart plays it with some changes and ends up improving the song and Salieri is super pissed off. Also Tom Hulce did a very bizarre laughter for the character in that film.
