Perhaps another question could be 'Is Norway too Lutheran?'
Below is a nice (but incomplete) little article on Norway's ethnic diversity.

So to import more skin color helps not a lot I suspect, but to send all 5.3 million Norwegians a roundtrip to learn more from the rest of the world (apart from Gran Canaria) might be well spent cash.

It's a natural human instinct to feel safer in its own environment with people similar to them, culturaly and genetically.

The main reason is to preserve their cultural and traditional style of life and raise their children in that way.
Examples are all over the place.
I live in such country where there are many ethnic groups and they still do exactly that. Marry withing their own, do business with their own, speak broken Bulgarian even if they are tenth generation born and bread here.
It is not that Norway is racist, it's the minority groups choosing to live that way.

Go to UK and see it for yourself, in many areas you would think you are not in Europe. And in many areas you would not be even allowed to live.
