I believe that after we die our soul takes a period of rest and reviews what we did in this life. If we've done something that leaves us owing a karmic debt, then we take that into the next lifetime to atone for and resolve. We're answerable to our Higher Self, that part of us called our "conscious", which is part of our soul, and thereby part of the Divine Universal Intelligence that has created all.
