There's been much discussion at Hogwarts about this, the general consensus is that witches can choose to travel at speed above the height limit in order to evade identification and enforcement, Problem solved.
On a brighter note, the much anticipated launch of the new Nimbus 2014 broomstick is due to be announced next week creating an excited buzz in the Witch and Wizarding worlds so it looks like we'll be in for more chaos down in Diagon Alley again when it finally goes on sale.
