Ask them questions about themselves, tell them about yourself.
Ask them their opinion on something that is going on at the moment, whether world politics or Kanye and Kim's choice of honemoon destination
Do a lot of the talking, until they feel comfortable enough to share.
If they don't, and you are not happy..move to the next one

Take the Duck Tape off
On the first date, you have to bear in mind it's two strangers meeting for the first time, so they will be quiet. It doesn't matter how often you talk on the phone or Skype. Face to face, it's always different.
The second date will be better as they'd not have the stress about rejection or the like.

I would try to be patient and give them time to come around. Some individuals don' t feel comfortable when meeting new people. They need time to warm up to you. That being said I have never dated or met a lady who is extremely quiet.Have you ever dated someone who barely spoke?
