I can only think of one recent shooting fatality by police. Which ones are you thinking of?
To answer your question, though, having more black police officers in predominantly black neighborhoods might help some things. Police forces can't seem to recruit them though.

I do not believe this will be helpful in the final analysis. It seems to me, listening to speeches by Martin Luther King, Jr., Malcolm X, Jesse Jackson, etc...that the object is to bring earth's children TOGETHER. We would be going about it the wrong way to staff in that manner. Soon, you would hear Hispanics saying they only want Hispanic Policemen, and Asians saying the same. It happens ALL the time. For instance, protected class(es) are given "extra" points in civil service exams. Frequently, local, state, and Federal government jobs require this. That means that I can score substantially higher and therefore qualify for the position in de facto, yet a protected class applicant can score lower, yet be "bumped" ahead of me because of the additional points which I have no way of getting. In my opinion, whichever way you look at this, it is discrimination.

a close friend of mine lost his job teaching at an american university because the university decided there wasn't enough female staff...!?!?!
he was an awesome instructor, knowledgeable...everything one could ask for..
